Cant get it to install, not your fault but mine need help

Hi I just tried to install the arcade, ioncube was not installed my IPB told me, so I had to abort the install, go in and activate it, then when I came back to install it, ipb complains it is already installed and wont let me install it until I uninstall it, but there is no way to remove it because it says its not installed, anyone able to help me please.
