I limited it to only bring up Arcade related Notifications, and it will bring up notifications new and old.  I did a search and see that you have notifications, just none that are Arcade related on this site.

I installed the new upgrade to Chatbox 2.0.8 not looking right. see image:

go into the ACP and clear your cache

 

I installed a Clear Cache plugin, and it worked, message done vanished.

Am I right to assume that, like clearing your browser cache, taking this option should never "harm" anything - while hopefully MAYBE "fixing" some problems ?

....  ....  and can you define any particular situations where one SHOULD run this - or is it just possibly useful whenever ANYTHING looks a bit wrong ?

Usually when anything looks wrong theme-wise, as far as I know.
